Do lottery sales gauge rationality?

Lottery sales in Kansas dropped 5 percent in 2008 and are down again so far this year. March sales were 4.3 percent lower than March, 2008. Powerball sales fell 12 percent below last year’s level.
Comforting news: This is exactly how rational people should act in hard times. Well, not exactly. It would be even more comforting if sales fell off a cliff. Buying a lottery ticket has always been a reckless gamble because the odds of winning are so slim.
Still, it is good to know that at least 5 percent of those who were handing over their money to the state and getting a bit of printed paper in return have had second thoughts.
